This political cartoon is about how the Nazis were the head of everything by controlling everything. The head of the cow represents the Nazis. All the other back ends of the cow that have the names of the countries on them represent the countries who are being controlled by Germany and getting drained out. Like the words say "the head eats..." meaning that Germany keeps getting more and more power while " the rest get milked" meaning they keep losing power and are getting power taken away from them.
